It's a free Green Card lottery program, all you needed to submit, was very little information about yourself and a digital photo.

If you applied and will win - you'll get a Green Card and become US permanent resident, and will have a right to live, study and work in USA, and also travel around the world if you wish, keeping your native citizenship.
After 5 years living in USA you can become US citizen by applying for it, keeping your native citizenship - if your Motherland will not require you to give it up (e.g. Russia let me have both citizenships!)
